Waterford Outdoor Recreation Plan 2026 – 2030 Launched!

The Waterford Outdoor Recreation Plan 2026–2030 was launched by Mayor of Waterford City and County, Cllr. Seamus Ryan, accompanied by Minister of State John Cummins TD, with elected members, representatives from local and national agencies, outdoor recreation clubs and partner organisations in attendance at the Anne Valley Walk in Dunhill on Friday, 12th June 2026.

The plan is Waterford city and county’s first dedicated outdoor recreation plan, providing a coordinated framework for the sustainable development, management and promotion of outdoor recreation throughout Waterford.

Developed through a collaborative partnership approach led by the Waterford Outdoor Recreation Committee (WORC), the five-year plan sets out a coordinated framework to increase participation in outdoor recreation, improve access and infrastructure, support inclusive opportunities and protect Waterford’s natural environment.

Outdoor recreation activities covered by the plan include walking, hiking, cycling, mountain biking, paddle sports, swimming, angling and a range of nature-based activities that take place throughout Waterford’s diverse landscapes and waterways. From the Waterford Greenway and Copper Coast to the Comeragh Mountains, Blackwater Valley, beaches, and forests, Waterford offers exceptional opportunities for people to connect with nature and enjoy the outdoors.

Inclusivity is a central principle of the plan, recognising that outdoor recreation should be accessible to everyone regardless of age, ability or background.  By improving infrastructure, strengthening partnerships and reducing barriers to participation, the plan aims to create more opportunities for people to enjoy the physical, mental and social benefits that come from spending time outdoors.

The plan has been informed by extensive consultation with community groups, outdoor recreation clubs, landowners, statutory agencies and the public through stakeholder workshops, engagement events and an online survey.

The plan was developed by the Waterford County Outdoor Recreation Committee, a multi-agency partnership established to provide strategic leadership for outdoor recreation across the county.  The committee includes representatives from Waterford City and County Council, Waterford Sports Partnership, Waterford Leader Partnership, Fáilte Ireland, Coillte, the National Parks and Wildlife Service (NPWS), Swim Ireland and Get Ireland Walking.  Working together with communities, landowners, outdoor recreation clubs and tourism stakeholders, the committee has developed a shared vision for the sustainable future of outdoor recreation in Waterford.

As part of the national outdoor recreation strategy, Embracing Ireland’s Outdoors 2023–2027, Waterford was selected as one of just six counties nationally to participate in Sport Ireland’s Outdoor Recreation Officer pilot programme.  The role, currently held by David Abbott in Waterford Sports Partnership, has been central to coordinating the development of the plan and supporting the work of the Waterford Outdoor Recreation Committee.

Speaking at the launch, Mayor of Waterford City and County, Cllr Seamus Ryan, said, “Waterford is fortunate to have some of Ireland’s most spectacular natural amenities, from our coastline and beaches to our mountains, rivers, forests and the world-class Waterford Greenway. Outdoor recreation plays a vital role in supporting healthy communities, enhancing quality of life and connecting people with nature.

“As Waterford’s first Outdoor Recreation Plan, this document provides a clear roadmap for the next five years, ensuring that we continue to develop and manage these valuable resources in a sustainable and inclusive way. Through continued collaboration, we can ensure that outdoor recreation delivers lasting benefits for our communities, our environment and our local economy.”

Ned Brennan, Director of Services with Waterford City and County Council and Chair of the Waterford County Outdoor Recreation Committee, added, “This plan reflects the strength of partnership working across Waterford. It has brought together local authorities, state agencies, sporting organisations, tourism bodies, community groups and landowners around a shared vision for outdoor recreation in the county.

“The consultation process demonstrated the value that people place on outdoor recreation and the importance of balancing increased participation and access with the protection of our natural environment.  A key priority over the coming months will be the establishment of a Waterford Outdoor Recreation Stakeholder Forum.  The forum will provide an opportunity for local communities, clubs, landowners and outdoor enthusiasts to contribute to the implementation of the plan and help shape the future development of outdoor recreation throughout Waterford.”

Also speaking at the launch, Rosarie Kealy, CEO of Waterford Sports Partnership, said, “Outdoor recreation provides enormous benefits for physical health, mental wellbeing and social connection. This plan will help ensure that more people of all ages and abilities have opportunities to access and enjoy the outdoors.

“Through Sport Ireland’s Outdoor Recreation Officer pilot programme, Waterford has developed strong partnerships and a coordinated approach to outdoor recreation development.  Waterford Sports Partnership looks forward to continuing this work with communities, clubs and partner organisations as we implement the plan and encourage greater participation in outdoor recreation across the county.”

Funding for the development of the plan was provided by the Department of Rural and Community Development and the Gaeltacht, while the Outdoor Recreation Officer programme is managed by Sport Ireland.

Take the plunge along Waterford’s stunning coastline!  From sandy beaches to hidden coves, explore the best spots for outdoor swimming and enjoy the refreshing sea, sun, and scenic views.

Swimming Locations

Discover Waterford’s beautiful coastal and river swimming spots with our interactive map!

It includes the main (navy), medium (blue) and small (green) bathing waters as designated by Waterford City and County Council.

Each location shows useful details such as parking, toilets, beach wheelchairs, and lifeguard coverage, helping you plan your visit with ease.

Remember:  it’s up to each individual to check conditions and decide if it’s right for you before entering the water.  The presence of life-saving equipment does not automatically mean bathing is recommended, so always check conditions and swim safely.

When visting our beautiful beaches, remember to leave no trace!  Bring your litter home, respect wildlife, and leave our beautiful landscapes as you found them.  Every step counts to keep Waterford’s outdoors safe and enjoyable for all.

Getting Started & Keeping Safe

Water Safety Ireland’s Open Water Swimming Guide offers practical tips to help you enjoy sea swimming safely.  It stresses the importance of checking weather and tide conditions before you go, never swimming alone, and staying within your depth.  You’ll find advice on preparing for cold water, wearing bright swim gear and a tow float so you can be seen, and getting out and warming up quickly after your swim.

The guide also reminds swimmers to avoid alcohol before entering the water and to be aware that conditions like rip currents, weather changes and underwater hazards can change quickly, so personal judgement and preparation are key. Read the full guide HERE


Water Quality
Bathing water quality at designated beaches in Waterford is monitored throughout the bathing season by the Environmental Protection Agency.  You can check the latest water quality results, classifications and beach information at beaches.ie, helping you make an informed decision before you swim.

High Tides

Emergency Services
Safety comes first when open water swimming.  If you get into difficulty, try to stay calm, float on your back, and signal for help. If you see someone in trouble, call 112 or 999 and ask for the Coast Guard.

Hiking | Getting Started & Safety Information

If you’re new to hiking in Ireland, Mountaineering Ireland recommends being well-prepared and aware of the conditions.  Learn basic navigation skills and always carry a map and compass, as mountain weather can change rapidly.  Wear sturdy boots and suitable clothing to stay safe and comfortable.  Good preparation ensures your walks are enjoyable and safe.

Remember before you set off on your walk or hike, make sure to check the weather forecast, wear appropriate footwear, bring water and snacks, make sure to tell someone your route and ensure that your mobile phone is fully charged.


 

Emergency Services
If you or someone in your group is injured or in danger while hiking, it’s important to call the emergency services immediately.  Dial 112 or 999 and be ready to give your exact location, the number of people involved, the nature of the incident, and any hazards rescuers should be aware of.

Carrying a charged phone, a map, and knowing key landmarks can make it easier to guide help to you quickly. Always stay calm, stay put if safe, and follow any instructions from the emergency operator.

 

Online Survey Launched for Waterford’s Outdoor Recreation Plan

Waterford’s first-ever Outdoor Recreation Plan is currently in development, and we want to hear from you!

An online survey has now been launched, following a series of engaging public meetings,  to ensure that as many people as possible can contribute their ideas and priorities for the future of outdoor recreation in Waterford.

The plan is being developed in collaboration with Waterford City and County Council, Waterford Sports Partnership, Waterford Leader Partnership, Fáilte Ireland, Coillte, the National Parks and Wildlife Service, and Get Ireland Walking, with facilitation by Outscape.  It aims to promote the enjoyment of outdoor activities across the county while ensuring they remain sustainable, accessible, and inclusive for all.

We encourage everyone with an interest in outdoor recreation – whether you enjoy walking, hiking, cycling, mountain biking, fishing, horse riding, rock climbing, running, orienteering, or a variety of water-based activities such as swimming, surfing, kayaking, stand-up paddleboarding (SUP), canoeing, and sailing—to take part in this survey.  Even air-based activities like paragliding and hang gliding are included in the scope of the plan.

By completing this short survey, you can help shape a plan that reflects the natural beauty of Waterford and meets the needs of our diverse outdoor community. This is a fantastic opportunity for the community to come together and co-create a plan that promotes health, well-being, sustainability, and enjoyment for everyone in a vibrant and inclusive outdoor environment for the next five years.

Have your Say! County Outdoor Recreation Plan being developed for Waterford for the first time

A five-year plan for outdoor recreation in Waterford is being developed for the first time in collaboration with a number of leading stakeholders.

These include Waterford City and County Council, Waterford Sports Partnership, Waterford Leader Partnership, Fáilte Ireland, Coillte, National Parks and Wildlife Service, and Get Ireland Walking who have joined together to steer the development of the plan, which is being facilitated by Outscape.

It is important for everyone with an interest in the outdoors to get involved as your input will play a vital role in shaping a plan that reflects the county’s natural beauty and the aspirations of our community.

The aim of the plan is to promote the enjoyment of outdoor activities in our natural landscapes, while also ensuring that these activities are sustainable and accessible to a broad section of the population.

The meetings are taking place on the following dates:

Outdoor Recreation in Waterford

Waterford Sports Partnership is all about getting people out and active in the outdoors and we do this by working with sports clubs, schools, community groups, National Governing Bodies, to name a few, to support and grow a wide range of outdoor activities across Waterford.

We are committed to supporting and developing outdoor recreation opportunities and our work aligns with Embracing Ireland’s Outdoors – The National Outdoor Recreation Strategy and is guided locally through the County Outdoor Recreation Plan.  The plan provides a framework for the sustainable development, management and promotion of outdoor recreation across Waterford.

Waterford is part of a six-county Sport Ireland pilot network of Outdoor Recreation Officers.  They will coordinate the delivery of the plan, overseen by a committee, and coordinate a countywide stakeholder forum.

What is Outdoor Recreation?

Outdoor recreation includes activities that take place in natural settings.  It does not include activities on confined pitches or courses (such as golf or football), nor motorised activities (except mobility aids).

Activities include:

  • Land-based: walking, hiking, cycling, mountain biking, horse riding, climbing and nature play
  • Water-based: kayaking, rowing, open water swimming, surfing, sailing, angling and paddleboarding
  • Air-based: paragliding and hang-gliding

Our goal is to ensure outdoor recreation in Waterford is sustainable, inclusive and accessible to everyone.
